Consultation on a proposed SEND Resource Base

There has been an increase in pupils in the school age population, both nationally and across North East Lincolnshire, who have additional or special educational needs. As a result, demand for special school places, particularly for children with cognition and learning and communication and interaction needs, has significantly increased across North East Lincolnshire.

To help meet this demand, North East Lincolnshire Council has been working closely with partners across the region to expand provision, enhance what is already available and ensure that children with SEND and their families receive the right support.

One of the strategies that the Council has explored is the development of ‘resource-based provisions’ where pupils with an Education, Health and Care Plan attend a mainstream school whilst also being able to access specialist provision according to need.

Humber Education Trust, Bursar Primary Academy and North East Lincolnshire Council, are therefore proposing to open a 20-place resource-based provision at the school, catering for pupils with cognition and learning and/or communication and interaction needs.

Bursar Primary Academy currently has 300 pupils aged 3-11 on roll and moved to a new site in 2018. The school is rated ‘Good’ by Ofsted. The proposed resource base would be created by remodelling existing unused space within the school building.

All responses will be reviewed by the Trustees of Humber Education Trust before a significant change application is submitted to the Department for Education.
